to reward a man according to his conduct,

The reason we are not to judge, is because we as mere men and women can't judge a persons heart or mind. We of course can make certain observations, and inferences however we do not have the capacity to search even our own hearts. David cries out in the Psalms, "GIVE ME A CLEAN HEART!" God is the transformer of the heart and the mind. We must depend on Him and Him solely to work the sanctification we all desperately need. God will reward a man according to his conduct. Good and Bad.
